Solution:
There's a 'Jumper' inside this module for switch the 'INIT*' or 'DI15'. So it's no doubt that all the 16 channels can be used. After setting 'Baudrate' and 'Checksum status' properly, please loose the screws and open this module to adjust this jumper.
