Solution:
Actually the ADAM-4520/ADAM-4521 just offer RxD, TxD, RTS and GND signal for RS-232 interface, so it's hard to handshake with Modem.
However, ADAM-4530 provide full handshake signals for modem, and also provide the "automatic RTS control" feature. So, this module is suitable to works with Modem.
