Solution:
The two PCL-746+s can't shared the same IRQ due to the interrupt status register being sent by the UART of each card will conflict to each other. On the other hands, the CPU can't compare the IRQ resource when the different UARTs send the IRQ at the same time. It's recommended to assign different IRQ for the two cards.
