Solution:
Those ports on PCL-844+/PCI-1625 are not available for MOUSE. Mainly because that Mouse can't install exclude following address, 3F8h, 2F8h, 3E8h, and 2E8h. And the "Interrupt" is important for Mouse, but PCL-844+/PCI-1625 was a sharing IRQ structure.
