Solution:

In fact the "Report Designer" does need "VBDB300.DLL" for database kernel engine, but there're many applications developed by VB, so it's possible to get a different version DLL file. The file information of "VBDB300.DLL" of us is "92.3KB, 1993/4/28, AM12:00". Please replace the attached file and verify again.
