Solution:
The ETASIS ATX power supply has two different revisions. The revision A supports 5VSB up to 100mA which meets ATS specification 1.07. Revision B supports 5VSB up to 1.0A so it meets ATX specification 2.01. A revision label is located on case and you can find the message below:
