Solution:

A 300mm diameter steel tube will act as an oversized waveguide and if the conductive loss from he steel wall is small, it can actually conduct the signal to a very long distance. However, since there is multiple reflections from the wall of the tube along the propagation path, there will be blind spots (where the reflected signals from different paths cancel out each other) inside the tube.
