Solution:

If IR function is enabled during Windows 98 installation process.Windows 98 will halt at hardware detection stage. That is a bug of Windows 98 because it doesn't happen at Windows 95 and Windows NT. The solution is to disable IR fucntion while installing Wndows 98 or Loatd Setup Default in CMOS setup, then install IR fucntin after Windows 98 installation is completed.
