Solution:
A customer found that PCL-818L counter 0 will always count regardless the gate input signal level from PCLD-8115 daughter board. This is because JP3 counter 0 setting is set to DI2 by default. Change this jumper to GATE0 and the counter 0 will be controlled by gate input from PCLD-8115.
