Solution:
The clock oscillator X2 is different. PCL-844 is 9.8304 MHz, and PCL-844H is 14.7456 MHz. The programs in Gal chips are not the same. These differences allow the PCL-844H to operate at up to 115200 bps, while the PCL-844 can only operate at up to 38400 bps.
