Solution:
The IRQ 15 is occupied by secondary IDE and USB
If you disable the second IDE from integrated peripheral of CMOS setting.
Then make the PnP BIOS setting to "Manual" and then set
IRQ15 to "legacy ISA". Then IRQ 15 will be free.
