Solution:
This is caused by the PCI expansion kit (TPC-EXP-1560), which doesn’t wire the -12V power line to the PCI slot. An alternative solution is to use the PCI-1610U/1612U. When equipped with DC to DC adaptor, they can transfer +5V to -12V to drive line driver.
