When we want to use the PCA-6654 B1 version with the FPM-38.
Following is the setting:
If we define 1 as 'on' and 0 as off
SW1: 1001
SW2: 1010
SW3: 0100
SW4: 1000
J1: 2-3
J2: 1-2
J3: 1-2
J5: 1-2
JP2: all closed
JP3: all closed
