Solution:
For the Non-Isolated USB hubs like the UHR204, and UHR 207, If the USB connection, to the PC, is removed, then there is no power to the downstream USB ports. The Port LEDs will go out. The Isolated USB Hubs, like the UHR304, and UHR 307 require External power. If the Hub is Externally powered, and a connection to the PC is made then the port LEDs will come ON. If the USB connection to the PC is removed, the port LEDS will stay ON, and power will be available on each of the downstream ports. If the power is cycled, then the port LEDs will go out, and there will be no power to the downstream ports.
