Solution:
The FOSTC and FOSTCDR are not compatible with the 9PLFST / 232FLST The circuitry in both of them works differently. The FOSTC and FOSTCDR only pass TX and RX they will work together but not with the 9PFLST or the 232FLST. The 9PFLST with the 232FLST TX, RX, RTS, and CTS and will work together but not with a FOSTC or FOSTCDR.
