Solution:

Telnet into the Digi SP or ES1A is successful, but you get double CR/LF so the device on the end of the serial port sees 2 CR's and fails. This is a known issue with Windows Telnet Client. Use a different Terminal emulator program such as Tera Term: http://www.snapfiles.com/get/teraterm.html
