Solution:
Console Mode cannot make a connection using only TX, RX, and GND. The NULL modem connection between the PC and the MESR must have the RTS/CTS lines used, in order for the Software to find the unit. The MESR9xx outputs a signal on pin 7, that must appear on pin 8 at the PC.
