Solution:
Jumpers J1 and J2 are removed on the new card.
These jumpers were used to change the card from a standard DTE device to a DCE configuration.
If for some reason a DCE configuration is need, simply use a null modem cable.
Jumpers J5-J8 labels have been removed on the new card.
On the new card, the top selection is SPAD, and then moving downward, X8, X4, and X2.
