Solution:
The suspend light on the UISOHUB4 will come on in XP if nothing is in the downstream ports. It goes in to sleep mode. The other way it comes on is if there was a surge on one of the ports in this case you will have to go to the device manager and refresh the power setting in there which will act as a reset.
