Solution:

Please refer to users manual, on the page 13. Normally, ATX system off status only has +5VSB available. If no +5VSB input to the SNMP-1000, the battery will keep losing its power because SNMP module is still running. So the SNMP-1000 needs +5VSB power input through the cable connection between CN13 (8 pins) of SNMP module and CN2 (8 pins) of the backplane in ACP-2000.
