Solution:
MIC-3369 is a hot-swappable CPCI CPU board. When inserted in system slot of Intel chassis ZT-5090, it boots ok.
But if it is inserted in peripheral slot, the hot-swap blue led will light, and cannot boot.
We found Intel’s CMM in ZT-5090 controls the slot power on/off by making BD_SEL# signal ground in system slot. But the CMM does not make BD_SEL# signal ground in peripheral slot.
This is the reason why MIC-3369 cannot boot in peripheral slot.
